Los Angeles City Council Moves Forward with Effort to Address RV Housing

The Los Angeles City Council is taking steps to address the issue of recreational vehicles being used as housing in the city. On Thursday, the council voted unanimously in favor of a motion to identify areas where RVs would be prohibited and explore parking locations where they might be allowed. The motion also called for reports on the effectiveness of the city’s current Oversized Vehicle Ordinance and data on the overall impact of RVs in restricted areas.

Councilwoman Traci Park has spearheaded a separate motion for a citywide program to prohibit RV parking in residential areas, commercial corridors, and other “sensitive uses.” Reports from several city departments are expected in response to this motion as well.

While Councilwoman Eunisses Hernandez attempted to establish a task force to address RV encampments, her amendment failed to pass. Councilwoman Monica Rodriguez opposed the amendment, stating that the city already has a formalized and procedural way of moving forward on RV encampments. Hernandez argued that a task force would provide transparency and lead to actual solutions.

The councilwoman’s motion, supported by Council President Paul Krekorian, Bob Blumenfield, Katy Yaroslavsky, and Imelda Padilla, was moved forward with little debate. Reports are expected on various aspects, including locations for oversized vehicle dwellings, permit requirements, shower and restroom services, sanitation services, wrap-around services and safety, and changes to the city’s Municipal Code.

The 2024 Greater Los Angeles Homeless Count reported an increase in unhoused individuals using RVs as dwellings compared to the previous year. However, the number of individuals experiencing homelessness in their vehicles decreased. The city has previously implemented restrictions on oversized vehicle parking during certain hours and is exploring a permitting system for RVs.
